The Verkhovna Rada, Ukraine's unicameral parliament, is currently reviewing a draft law proposing the legalization of private military companies (PMCs) within Ukraine's jurisdiction.
The draft law, officially designated as No. 11214, was introduced by Serhii Hryvko, a member of the "Servant of the People" party, and has been published on the Verkhovna Rada's official website.
According to the proposed legislation, private military companies would be permitted to operate domestically and engage in international activities, subject to registration and tax payment within Ukraine. International operations would involve tasks such as protection of individuals or entities, property security, personnel training, demining, and law enforcement activities.
The primary objective of this draft law is to strengthen Ukraine's defense capabilities by utilizing well-trained personnel who can conduct combat operations and provide military training to Ukrainian armed forces.
The activities of these private military companies, both within Ukraine and abroad, would be regulated by the Ukrainian government. Additionally, they would be authorized to participate in joint operations with Ukrainian special forces overseas.
The consideration of this draft law coincides with ongoing military operations involving Ukrainian forces. Specifically, Ukraine's Main Intelligence Directorate, under the Ministry of Defense, is currently engaged in an operation in Sudan targeting Russian mercenaries affiliated with the "Wagner" private military company. Ukrainian special forces are also providing training to local personnel for specialized operations.
If enacted, this legislation would expand Ukraine's capacity to deploy specialized personnel for various operations, including in international conflict zones.
