The U.S. State Department has approved a potential $1 billion Foreign Military Sale to Kuwait for design and construction services to enhance its military infrastructure.
The Defense Security Cooperation Agency (DSCA) has notified Congress of the possible sale.
Kuwait has requested support for maritime and land facility development at Mohammed Al Ahmed Naval Base, Ras Al Ard Naval Base, and an alternate logistics station. The package includes construction of a headquarters complex and various services such as engineering studies, technical support, infrastructure assessments, and project management.
The U.S. government states that the proposed sale aligns with its foreign policy objectives by strengthening the defense infrastructure of Kuwait, a key non-NATO ally in the Middle East.
The principal contractor will be selected through competitive acquisitions, with no offset agreements currently in place. Any offset arrangements will be determined during negotiations between Kuwait and the contractor.
