Fincantieri, thyssenkrupp Partner on Philippine Submarine Bid

Fincantieri and thyssenkrupp Marine Systems have announced a new strategic alliance aimed at delivering U212 Near Future Submarines (NFS) to the Philippine Navy, marking a major step in the country’s naval modernization under the Horizon III initiative.

On April 16, the two companies signed an Industrial Cooperation Agreement to submit their joint bid for the Philippine submarine acquisition project, which is part of the country’s largest and final phase of defense modernization. The Philippine Navy plans to purchase two submarines as it expands its capabilities to secure maritime interests, particularly in the contested South China Sea.

The U212 NFS, an evolution of the U212A, is being built by Fincantieri for the Italian Navy. The submarine features Air Independent Propulsion (AIP) technology, non-magnetic Amanox steel, and reduced acoustic, magnetic, and visual signatures, all designed to enhance underwater stealth and survivability.

The proposal includes long-term training and operational support from the Italian Navy, as well as specialized industrial instruction to build a competent local submarine crew. It also aligns with the Philippine “Self-Reliant Defense Posture Revitalization Act,” aiming to develop a new naval base in the Philippines with infrastructure and design expertise from both European partners.

The Philippine government confirmed in February that it would proceed with submarine procurement under the Horizon III plan. The German-Italian bid will compete with France’s Naval Group, South Korea’s Hanwha Ocean, and Spain’s Navantia—each offering their own submarine solutions.
