Pentagon has set up India centric Rapid Reaction Cell (IRRC) to work all the initiatives ongoing under Indo-US DTTI (Defense Trade and Technology Initiative).

“The cell is part of the efforts to pursue both the initiatives that came out of the joint statement between the US President and the Indian Prime Minister in January in New Delhi and an initiative to move quickly and timely and be thorough, which in my opinion requires dedicated support to ramp up the operational tempo,” Keith Webster, who heads the IRRC was quoted as saying by PTI Tuesday.

“We are embarking on some new initiatives and the operational tempo is not declining at all,” he said. Mr. Webster is also the Director, International Cooperation Office of the Under Secretary of Defense for Acquisition, Technology and Logistics.

There is also a US-India "working group", constituted during Barack Obama's visit to India in January, specifically to promote cooperation in aircraft carrier technology. New Delhi and Washington are known to have discussed EMALS under the preface of the DTTI.
