Finland has proposed a project Quantum Enablers for Strategic Advantage (QUEST) for the sixth wave of projects under the Permanent Structured Cooperation (PESCO).

Besides Finland, the project members will be Germany, Denmark, Latvia and Italy, with Sweden, Greece and the Netherlands as observers. Of the 11 eleven projects to be launched, this project proposed by Finland aroused the widest interest.

The project will focus on defence applications of quantum technology, including in positioning, territorial surveillance and air and missile defence. Russia’s war of aggression against Ukraine has also shown how important these capabilities are for defence. The project will utilise new technologies to strengthen Europe’s defence capabilities.

Finland has cutting-edge expertise in quantum technology, and we have one of the most advanced quantum technology ecosystems. We are taking the use of quantum technologies as part of the defence capabilities extremely seriously.

The QUEST project to be implemented together with our European partners will create a solid foundation for the application of quantum technology for defence,” Minister of Defence Antti Häkkänen says.
