Indonesia’s contract with France’s Naval Group to build two Scorpène Evolved submarines has officially come into force as of July 23, triggering local construction at PT PAL’s shipyard in Surabaya under a full transfer-of-technology arrangement.

The submarines, equipped with lithium-ion batteries, will be fully built, commissioned, and maintained in Indonesia. Naval Group confirmed the contract milestone, which typically follows the Indonesian government’s fulfillment of initial payment obligations.

Naval Group and PT PAL have reportedly already begun design work, procurement of long-lead items, and project planning. In the coming weeks, PT PAL welders will undergo training in France, while around 50 French experts will train more than 400 Indonesian engineers on-site.

The contract was signed at Indo Defence 2025 in Jakarta.
