The eight Nordic and Baltic countries agreed in Helsinki on November 13 to deliver an arms package worth about $500 million for Ukraine through the United States’ Prioritized Ukraine Requirement List (PURL) initiative, aimed at financing high-demand American weapons systems.
The package is designed to bolster Ukraine’s air defense and support its air force. Denmark’s share totals roughly 400 million DKK, financed partly through donation package XXVIII.
“Europe must take greater responsibility for making critical American weapons capabilities available to Ukraine. The joint Nordic-Baltic donation package shows that we stand together in support of Ukraine. Continued support for Ukraine is directly linked to Europe’s security,” Danish Defence Minister Troels Lund Poulsen said.
Ukraine identified PURL as its top priority and preferred funding mechanism during the NATO Defense Ministerial meeting on October 15. The United States and NATO set up the initiative in mid-2025 to streamline procurement of urgently requested U.S. systems.
In August 2025, Denmark, Sweden, and Norway financed one of the first PURL packages, supplying missiles for the Patriot air defense system. Denmark’s initial contribution amounted to about 581.4 million DKK.
