Russia and Indonesia have agreed an offset obligation program that outlined the Su-35 fighter jet's concept, as well as arranged delivery times and training programs.

"The theoretical work is completed. We are discussing the possibility of granting a loan,"  State arms exporter Rosoboronexport Director General Alexander Mikheev was quoted as saying by Sputnik news.

Russia and Indonesia are in discussions over loans for the delivery of Su-35 Flanker multirole fighters to Jakarta, Mikheev said.

Indonesian officials had been quoted by Antara news agency last month that the Su-35 pruchase was being delayed as Jakarta wanted to bargain down the price as much as possible.

While Indonesia wanted local production of parts, the relatively small order of 12 fighter jets was a deterrant to setting up any local manufacturing.

The Su-35 fighter is a 4++ generation aircraft employing technologies of the fifth generation, designed by the Sukhoi Aviation Holding Company, which belongs to Russia's United Aircraft Corporation.

The first experimental Su-35 was first presented at Russia's MAKS-2007 air show and was later introduced to a foreign audience at the 2013 Paris Air Show.
