Russian President Vladimir Putin signed a decree requiring Ukrainian citizens without legal grounds for staying in Russia to leave by September 10, 2025, or regularize their status, according to an official government publication.
The decree states that Ukrainians residing illegally in Russia must either exit the country voluntarily or apply for legalization by the deadline. Those seeking legal status will not face prosecution but must undergo mandatory medical examinations, fingerprinting, and photographing upon the decree’s enactment.
Putin also directed the Ministry of Health to facilitate medical checks for affected Ukrainian citizens. Additionally, foreign nationals in occupied regions staying beyond 90 days must prove they are HIV-free and not using drugs by June 10 if they have not yet completed required tests.
