China and Cambodia have officially opened a joint logistics and training center at the Ream Naval Base, signaling a new chapter in their military cooperation.
Inaugurated on April 5 and now fully operational, the center will support joint operations in regional counter-terrorism, disaster response, humanitarian missions, and military training, according to China’s Ministry of National Defense.
The opening comes amid international scrutiny of the Ream Naval Base, which has been upgraded with Chinese assistance. Cambodian Prime Minister Hun Manet addressed the concerns directly during the ceremony, stating there was “nothing to hide” and affirming that the base remains under full Cambodian sovereignty.
The prime minister emphasized that Cambodia has no intention of allowing any foreign military to establish exclusive control over its territory. “We expect various attacks and interpretations,” he said. “But I solemnly declare that Cambodia will never allow any foreign military base to be established—past, present or future.”
The joint center, located within the upgraded facilities in Preah Sihanouk province, includes a military port, a 5,000-tonne dry dock, dormitories, and logistics infrastructure spread over nearly 788,000 square meters.
The base, closed for construction since 2022, is now open to warships from any friendly country, as long as vessels are under 20,000 tonnes and prior notice is given.
A senior Chinese military official said the center will host joint military exercises and will help safeguard regional peace and maritime security.
Despite concerns from Western observers about China's role, both countries stressed that the project is rooted in mutual respect, complies with domestic and international laws, and is not directed at any third party.
Prime Minister Hun Manet also confirmed that Chinese President Xi Jinping is scheduled to visit Cambodia in two weeks, indicating continued high-level engagement between the two nations.
