Kongsberg Defence & Aerospace and Germany’s Helsing have signed a teaming agreement to accelerate Europe’s development of space-based intelligence, surveillance, and targeting capabilities.
In an announcement made on December 10, the companies said they plan to field a sovereign IST constellation with an integrated communications layer by 2029. HENSOLDT will supply its SAR radar, EO/IR, and electronic warfare sensors to the programme.
Kongsberg and Helsing will merge satellite platforms with AI-enabled data analysis. The system will fuse SAR, electro-optical, and radio frequency inputs, leveraging Helsing’s in-orbit AI algorithms for rapid image interpretation. Kongsberg Satellite Services, which operates a global ground network, will manage satellite control and data downlink.
Isar Aerospace, operating from its launch site at Andøya Space in Norway, is identified as the preferred launch provider. The plan also includes establishing production facilities in Germany to support a self-reliant European defence space capability.
