Almaz, a subsidiary of Almaz-Antey East Kazakhstan concern and Rostec’s Fly Dron signed an agreement with two specialized committees of the government of St. Petersburg on the implementation of a pilot project aimed at creating a system to monitor flights of unmanned aircraft.

"The project includes the possibility of developing and testing carriers, components, technologies and infrastructure for flights of unmanned aerial vehicles over St. Petersburg. The implementation of this project will allow users of ‘drones’ to carry out legally agreed and observed flights. And the city authorities - to automatically verify each user of the airspace," the press service of the Almaz-Antey concern was quoted as saying by Russian state media.

The agreement was signed with the St. Petersburg Transport Committee and the St. Petersburg Committee for Informatization and Communications.

This project will combine the system for monitoring the flights of manned and unmanned aircraft deployed in St. Petersburg with city services, as well as with a digital platform being developed for filing applications and obtaining flight permits.

"The innovative system for monitoring flights over the metropolis was developed to improve the safety of using the airspace over St. Petersburg. It allows for continuous automated monitoring of aircraft flights, fixing violations / deviations from the current requirements for the use of airspace," the press release says.

The system has scalable architecture and is capable of providing stable detection and tracking of airborne objects at altitudes up to one and a half thousand meters.

"By the summer of 2022, the existing monitoring system is expected to be supplemented with a pilot version of the digital platform developed by Fly Dron and allowing remote pilots to submit an electronic request for a flight, as well as to have all the necessary functionality of modern digital technologies to consider such requests. In addition, the new digital platform will provide an opportunity for drone owners not only to make ‘hobby flights,’ but to offer themselves as an aerial work contractor authenticated by the State Services on orders placed in the system with the possibility of secure payments," the press service informs.

"As part of the Transport of Russia forum scheduled for November 2022, it is planned to demonstrate a pilot version of the monitoring system at the site in Gostiny Dvor (Moscow)," the report said.
